Everything about this guy is pretty much up to you (even his name! as you can see, I just put John Doe, I really don't have a name in mind for this guy xD). My only needs are that he's an electronic guru, like scary good at hacking into secure networks, being able to plant cameras and devices around the school for eavesdropping, and all around being able to spy on the students. He also has to be willing to do bad things without asking questions. He's basically going to be Osamu's right hand man. He's not going to know exactly what Osa has been doing to students and staff, but he's going to be the one who knows the most about the whole school. For his power I was thinking along the lines of Technopathy, the ability to manipulate electronics. Or he could be a genius with a different ability. Your choice. You can also change the PB if you'd like, but it needs to be a boy. For a few reasons, one of which Osa is sexist. Yes, I know, but he's old. And from Japan. So it's normal for him.
